Yes. Those are indeed padlocks on the entry-exit doors.

Yes, we are indeed quite literally locked into a hotel/apartment building high rise fire trap.

Yes, the local authorities are insane, malicious, or both.

Yes, I am now nearly certain I must move away, once I’m freed from this cell.

I can take some incompetence. I am a patient man. But I CANNOT abide being locked into a fire trap.
